Board of Directors

Josh Dunkle (Term Expires 2018) - President
Josh Dunkle holds a Bachelor of Science Degree in Environmental Studies from Slippery Rock University. He currently works at Pennsylvania American Water as a Lab Analyst.
Susan Morgan (Term Expires 2017) - Vice President
Susan Morgan holds a Master of Science degree in Sustainable Systems from Slippery Rock University and a Bachelor of Arts degree in Rehabilitation Education from Marshall University. Currently, Ms. Morgan serves as the Brownfields & Municipal Planning Manager for the Washington County Redevelopment Authority. She manages redevelopment of brownfield sites throughout the County and multi-municipal community development initiatives.
Carrilee Hemington (Term Expires 2019) - Secretary
Carrilee Hemington is a retired consultant in urban and regional planning related to community planning, land use and development regulations, and land development. Ms. Hemington has been a certified instructor in the PMPEI courses in Zoning, Zoning Administration, Community Planning, and Subdivision Review. She also has experience as a land developer. Ms. Hemington has a Masters Degree in Urban and Regional Planning from the University of Pittsburgh.
Virginia McAnulty (Term Expires 2019) - Treasurer
Virginia McAnulty holds a BS degree from Penn State University in Agricultural Economics and Rural Sociology. She grew up on a family farm along the Monongahela River in Washington County and has a long-standing interest in environmental issues. She is currently a resident of North Strabane Township.
James Maloy (Term Expires 2017) - Director
James W. Maloy is a retired secondary instructor who taught physics at Bethlehem Center High School. Certified in chemistry, physics, and mathematics, Mr. Maloy sponsored the school’s Envirothon team and the Pennsylvania Junior Academy of Science (PJAS), and served for six years as PJAS director. He holds a BA in chemistry from Washington & Jefferson College and an MA in secondary education from West Virginia University. Mr. Maloy lives on the family farm (dating to 1913) at the headwaters of Chartiers Creek in South Franklin Township, and raises sheep and beef cattle.
 
Patrick Philbin (Term expires 2018) - Director
Patrick Philbin holds a Bachelor of Science Degree in Civil and Environmental Engineering from West Virginia University. He is currently working for The Gateway Engineers. Born and raised in Chartiers Valley, Pat became familiar with Chartiers Creek through fishing and several float trips. He joined the board because he sees the prospective recreational opportunities that the stream can provide to neighboring communities.
 
Christine M. Soltis (Term expires 2018) - Director
Christine Soltis, a native of Washington, PA, enjoys hiking and nature exploration, and spends most of her weekends outdoors. She is a graduate of Point Park University, where she earned a BA in Broadcasting, and later an MS in Environmental Studies. Christine worked for 10 years in news radio, and is currently a private investigator and event coordinator. As an independent novelist, she has written dozens of books, along with travel and environmental articles. She volunteers for several environmental organizations, including ChCWA, where she edits the newsletter and serves as a director on the board.
